When Holding Status is Not Held, the venues will not receive the release report, regardless of what is put in the Option Status field. If anything different from Not Held is selected and the venue gets released (not suitable, not shortlisted etc) the release report will be created when the enquiry is converted to a booking, and the user will have to send it to the venue at that stage.
